I'm not sure I am Canadian so laws and stuff are different for me.

I always thought if a fish was already imported no permit was needed. I also thought that if someone from a different country has already had the fish inspected had papers and export papers it was ok for a hobbyist to import. U.S. laws could be different.

As for the mark up no idea but I am absolutely sure that's where they get their fish from.

You are right but to bring them in from Israel you need the liscence that is why they have the importer in NY and La
